How to change "Use Default" in Windows 98

Hello,

I would like to know how to change the "Use Default" value
in Tools --> Internet Options. I was able to do it in
Windows XP Pro via gpedit.msc, but gpedit.msc does not
exist in previous versions. Please advise?

There is a default setting for security.
Tools/Internet Options/Security/
Custom or Default is this what you are looking for?
