How to change tool tips

Where in the registry are the tool tips found. I have a few links (like
yahoo mail) and the tool tip is not very helpful. I need to change the tip
info for my tray shortcuts. TIA

right-click the shortcut, look at "Comments" under the shortcut heading, and
also the editable field at the top of the "general" heading.
