How to change the way file types are handled

I have had friends with trouble with the way IE handles different files.

For example:-

Clicking on a javascript link, that should open a .zip file. In a "normal"
setup, IE asks to "download or open". With this friend, it just opens a blank
window.

I have checked "confirm open after download" in File Types... what else is
there? How can this be configured to always download the file? Or even just
to always ask the question?
