How to change the date/time display format in Windows Explorer

Does anyone know how to change the default date/time display format in
Explorer? I want to be able to sort files by time, but the current
display format only shows

m/d/yyyy hh:mm am/pm

I want to be able to see and sort by the seconds as well, like this:

m/d/yyyy hh:mm:ss

Or, alternately, view the list in 24 hour (military) time format.

To change number, currency, time, and date settings

1.. Open Regional and Language Options in Control Panel.
2.. On the Regional Options tab, under Standards and formats, click the
locale whose date, time, number, and currency format you want to use.
Notes

a.. To open Regional and Language Options, click Start, click Control
Panel, and then double-click Regional and Language Options.
b.. Click Customize if you want to change individual settings for date,
time, numbers, or currency.
c.. To select an East Asian language or a complex script and right-to-left
language, you must install the files for those languages. For more
information, click Related Topics.

I tried that, but Windows Explorer is still only showing the hour and
minute - not the seconds. The Customize Regional Options window has
these settings:

Time Sample: 20:50:34

Time format: HH:mm:ss
Time separator: :
AM symbol: AM
PM symbol PM

It looks the regional time settings are set properly, but Windows
Explorer only shows the date, hour and minute. like this:

Even if it starts adding the seconds to newly created, or modified
files, it may not show seconds on older files that didn't record the
seconds. It may never work as that would require at least three more
characters/bytes per file. MS may have thought that was superfluous
information and decided not to allow for it in the coding.
