How to change hardware acceleration without opening Win2000

I have an erratic cursor/computer slowdown problem that I'm trying to solve
and at the suggestion of someone I turned the hardware acceleration to
off(Display,Properties,Settings,Advanced, Troubleshooting). What that did
was make my problem worse and now when I startup Win2000 the problem is so
bad I can't even use the cursor to change the hardware acceleration back to
all the way on.

I need to find a way to change this setting without going into Win2000
because it is impossible to do once I start up. I tried Safe Mode but it's
already set a full on. I tried adding a new user profile in the hopes that
this new profile would have a default setting of hardware acceleration "On".
But it just has the same setting I had set, that is all the way off.

I'm open to any suggestions at this point.

The only thing I can think of is reintalling your OS from
scratch. Make sure you have all your driver disks etc so
you can reload anything that isn't saved. Other wise why
don't you try donwloading a patch from microsoft.
