How to change encoding

I recently updated my windows xp pro. And for some reason
my encoding in my browser is set for unicode utf-8 but I
can barely make out any of the words. So I manually
change the encoding and I can view stuff perfectly. But
every time I open a new page I have to manually change it.

Add/Remove programs/MS/IE repair...
