How to change a word document that is for view only?

I am tring to turn a paper form into a editable word or excel document.
Problem is that when I scan in the form and save to word, I cannot type
anything into the document. Please Help!!!

When you scan you create a graphical image of the page which is of course
not editable. You could convert the scan using OCR software, or you could
use the scanned image as a background image on the page and create the
filled entries over it using a table to accept your data. For a one off -
use a pen or a typewriter as the amount of work involved is not justified
for a single form.
