How to automatically respond to an email and return an attachments

In previous versions of Outlook, I could swear that I could set up a rule
that would look at a specific word (s) from an incoming email to a public box
and then return an email that contained copies of forms, etc. I cannot find
this in this version. Can anyone help?

Using Microsoft Outlook 2003.

there is an option to reply using a form, but it's more likely you used an
addin that handles this type of situation much better than outlook's rules.
