How to assign names to email flaggs in Outlook 2003?

Have seen a couple of solutions to this question, but are not working as the
suggest.
The suggested way is to create a new toolbar and put the flaggs on the new
tool bare and then right click on the flaggs which pulls up a dialog box, but
when i create the new toolbar, move the flaggs to it and then right click on
the flag, the dialog box does not appear, i only get the options to check or
uncheck which toolbars on what to appear. What am I doing wrong
 
You need to choose View | Toolbars | Customize first.
 
i went to microsoft office assitance and did what was suggested on those
pages, "Assistance > Outlook 2003 > E-mail > Creating Messages > Flag Items
for Follow Up"
On Line Number 4 where the say to right click the flagg is where the problem
exists, all I get is the option of which tools bars to select to be seen and
they say i should be getting some other window box. But i do not.
I tried your solution and still not getting what that i shoutld, any other
help
 
Did you click View | Toolbars | Customize first?

thanks for the help Sue, found out what was doing wrong, had to keep the
Cutomize window open, was closing it and then trying to edit flag names.
