How to apply multiple GPOs

I have a user name Operator and he has a GPO named Operator applied to him. I
want the same user to have a more restricted policy named View appplied to
him, for a designated OU only. How plz ?
 
If Operator is under that specific OU then simply create and apply the policy
named View to that OU, the Operator account will receive that policy as long
as you make the settings changes to the User portion of the GPO not the
computer portion.
