How to apply changes to all pages

I am learning to use Frontpage 2003 (have a tutorial book... Frontpage 2003
in Easy Steps). Went through the book, and did the tutorial. Have a
problem. When I create something on one page of the website and then try to
apply the change to all pages, I can't get the changes to save on the other
pages. For instance, I applied a "theme" to all pages, but it saved on the
home page only. The other pages were black and white.
I have a feeling this is a "no-brainer" and I think I must not be saving my
work the right way, but I can't see what I'm doing wrong.
I hit the "save" button... am not getting any "save" prompts automatically
generated by the program, except when I "preview in browser".
Anybody have any ideas?

Look at Format \ Theme. If you notice in the upper left
hand portion of the dialog, there is an option to apply
the theme to all pages or the selected page.

I did apply the theme to all pages. That's my problem.... it didn't get
applied to all the other pages, so I think I'm missing another step along the
way.

Did you have a theme applied prior to applying this one, and if yes, did you disable it on some
page, if so, you have to manually open each page and set to use the site's default theme.
