how to add pop-up comments to files?

hello
sometimes when you stand with the mouse on a link, you see a yellow pop-up
bubble with a description of the function (for example, when you stand on the
"start" button you see a pop-up bubble which says "click here to begin").
is it possible to add such pop-up bubbles with personal comments for example
to word or pdf files?

The popups your are referring to are called "Tool Tips"
You can customize the ones that are on your shortcut by right clicking on
the icon then select property.
A property dialog will come up. At the bottom is a section labeled
"Comments". Whatever you put in the comments will display when the mouse is
placed over that icon.

That is the only situation that you have control over. Other tool tips,
such as a the tool bar of a program that is running, have been put in at
design time of the application. You would not be able to modify those.

On an NTFS drive, you can right click a file, take Properties, and enter
such things on the Summary page, in respect of items that have been
defined for the file type
But they will not usually be picked up in Explorer on a mouse hover
unless the type has an appropriate 'Persistent handler' installed.
