Is this an Exchange environment? What version? Outlook version?

If you want to do it through Exchange, you may need either a 3rd party
application such as GFI or DisclaimIT. If you're using Exchange 5.5 I know
you can create a disclaimer using a reg hack, not sure if you can add a logo
to that disclaimer.
