If by "activate" you mean "to be clickable and open in a browser window",
then all you have to do is make the the field in your table that contains the
link a "hyperlink"-type field [vs. text].

I followed these instructions to place the web page on the form:
Display a Web page on a form
Open the form in Design view.
In the toolbox, click the More Controls tool .
A menu appears that lists all the registered ActiveX controls in your system.
On the menu of ActiveX controls, click Microsoft Web Browser.
On the form, click where you want to place the control.
Move and size the control if necessary.

I'm still not sure I understand your question. Do you want to actually
display an external website right on your form, or do you want to place a
link to a site on the form that can be clicked and will load the site in a
browser window?

i want to display an external web page in the form...it is for a drawings db.
