How to access old account after re-install

I had a power cut which needed a Windows re-install.

After install, my previous account exists in Explorer. But
i cannot access the folder - ACCESS DENIED.

My old account was password protected. All the files are
somewhere as 12 GB of my hard drive is still used. How can
i gain access to these files.
