How start Outlook 2007 mail?

When I reloaded Office after a drive failure, I passed up starting email.
Then I restored Outlook from my previous installation. So I have the data on
mail and calendar from my history.

But Mail has no "New", "Send" or "Receive" commands. How do I restart mail
without destroying the data I have recorded?

The Outlook is 2007 as contained in Office 2007. I saved and then copied
back my folders c:\user\app data\local\Outlook and c:\user\app
data\roaming\Outlook.

Interestingly I have had to post this as new because when I try to "reply"
to reponses to my earlier post, I don't get the email form.
