Hi,

I at first disabled the Add/Remove Programs access. I've enabled it but
cannot
use it, even as a domain Admin. Do I have to reboot or refresh or
something?

Thanks,

Do

User settings are applied when the user logs on. Computer GPO's are
refreshed at regular intervals, default 90 minutes, and also on computer
boot.

At a command prompt, type:
secedit /?

You'll get a help window; navigate to
"How To" -> "Refresh Security Settings"

HTH,

you can use secedit to make it take faster.

in cmd prompt type:
secedit /refreshpolicy machine_policy /enforce

Change machine_policy to user_policy as needed
