how many users can be applied to a rule

trying to create a rule with global users and the rule says "one or more
rules could not be uploaded to exchange server and have been deactivated.
this could be because some of the parameters are not supported or there is
insufficient space to store all your rules.

You're limited to 32k of server rules storage. Simplify your rules, or
delete some.
 
Is it possible to change that setting in the exchange server?
