How Lock Down Desktop

I live in a retirement home where there's a computer room for the
residents. I'm one of three with administrator privileges. We have
several user groups with limited privileges, but this doesn't stop
the litte 'dears' from always changing the desktop icons around and
making everybody else mad. Is there a way to lock down the desktop
so that the only thing the 'dears' will be able to do is launch
applcations, , e.g. Internet Explorer, games, email browser?

We're running Win XP Pro.

Open control-panel,display,advanced,web,chk the box "lock desktop" then
close out.
 
In Control-pannel/Display only two tabs give the 'advanced'
options--settings and appearence. 'Settings' gives me access to my
video card and 'appearence' opens to 'advanced appearence' where
'desk top' is selected. 'Web is not one of the choices. What am I
doing wrong?

They left out a couple of steps:

In Display properties, go to the Desktop tab, and click the Cutomize
Desktop" button.

In the Desktop Items dialog box, go to the Web tab. Near the bottom
of that dialog, you'll see the check tox they were referring to.

Hey Jon,

There must be 150 residents and only one PC for them so how do you create 150 different user accounts? The only way round i can think of of to let the dear ones play with the PCs so that they don't regret before dying that they did not experience fully uncle Bill's software!.
