How do you set up to have Yahoo! mail delivered to my outlook inb.

I have a Yahoo mail account that I would like to use with outlook. Can I do
that? If so, how?

Did you PAY for the Yahoo account which then includes POP3 and SMTP
access? Or are you using a freebie Yahoo account for which you are only
provided their webmail interface?
 
In order to access Yahoo email via POP mail (such as Outlook), you must have
a Yahoo Premium account. Won't work with the free account; that one you
access only through your browser.

Use POP3/SMTP for your PAID Yahoo account. For your freebie Yahoo Mail
account, use YahooPOPs to provide a local POP3-to-HTTP protocol
converter proxy so you can get your e-mails using a POP3 e-mail client.
