How do you set row height to 1 inch?

I'm trying to set the row height to exactly 1 inch so that I can print
student names on 1 inch lines on 3x5 index cards. I'd like to be able to use
a heavy border around each 1-inch block.

Excel uses the typographical unit of points for row and column sizes.
One point is 1/72 of an inch, so set row height to 72
Use the border tool to add border

Why not a word-processing app like Word for a word-processing task?

In addition to Bernard's excellent answer, if you use MacXL2004, you can
set row heights and column widths directly (and by default) in inches or
centimeters.
