If you are using XP pro, right click on my computer go to management

Click Disk Management

Right click on the drive you want to give a letter and pick change
drive letter or path.

I can go into Disk Management and choose "Change Drive Letter and Paths..."
when I right-click on a drive.

Are we saying that if I first remove the drive letter, then add, that
process fixes the drive letter?

So, say G: is susceptible to change by Windows (If say I remove E: Windows
would want to make G:, E:) If I select G:, remove it, then chose to add G:,
does that process fix G:?

No, it's not more fix than before. Usually Windows
remembers in previous assigned drive letters.

Drive letters for removable drives may be reassigned
to new removable drives while they are not present.

What exactely happens to your letters in which situation?
