You say a program written in MS Access, so I assume it is the database.
The database requires the Access program to be installed on the second
machine. It is not a standard load for Windows or Microsoft Office (except
for the professional version)
The developers version of Access will create a database file which will
run without the regular Access program loaded, by using a copy of the
special program that comes with the developer's version and can be loaded
for free to other machines.
Otherwise you need to buy a version Office that has Access or buy the
Access program before you can "run" the database file. (MDB or MDE files)
