How do you insert Graphics 'behind' Gridlines

Hi

I would like to insert several graphics 'behind' gridlines and text a bit
like a watermark.

'Send to back' command only sends it to the front of the gridlines and text.

Anyone know the trick? If not...sounds like I will have to use publisher.
