How do you get layers working?

I can't seem to get anything working with layers. Under Insert and layer it
won't even highlight?

Any help would be appreciated
 
Have you clicked in the page? Which FP are you using? Where is the
insertion point?
 
Tools->Page Options - Authoring tab
Tick the CSS 1.0 and CSS 2.0 boxes.
Set the Browsers to custom
Set Schema version to Internet Explorer 5.0
Click OK
