I am trying to send a database to a outlook recipient and he can't open it.
Do I need to convert the file to something before I can send it to him>

Try zipping it up (or I THINK you can change the extension of the database
but that makes it unstable)... Outlook strips .mdb's from eMails, it deems
them unsafe.

Well, if he does not have a compatible Access program installed on his
machine, he will not be able to open it. Outlook does not read Access
files. Access is not a part of the Windows or Microsoft Office that comes
on must machines, only Office professional has it included.

It may also being locked out due to security concerns, in which case the
Zip idea may help, or renaming the file before you send it to like
MYFILE.MDB to MYFILE.MXX and instructing the recipient to rename it back or
adjusting the security settings on the the recipient's machine.
