How do you do this in the latest Outlook versions?

I used to be able to create an outlook object, take rich text from the rich
text control and put it in an outlook message and send it.

In the latest versions of outlook, it doesn't interpret the text as rich
text. What am I missing?

Can you provide exact steps to reproduce the issue? I don't know what you
mean by "take rich text from the rich text control."
