How do you create a wall paper background?

How do you create a wallpaper background using a clip art picture in Word
and/or Publisher?
 
Go to the Format menu, then Background, then Fill Effects, then the Picture
tab and then click on Select Picture button, then find the file location and
click open. Tada! Its like magic!
