How do you create a photo gallery/slide show of pictures in Front Page 2000?

No. Photogallery was introduced in FP2002.

I have inherited management of a website that is not a "Front Page Web" I'm trying to construct a slide show on the index page of this site but inorder to use "Front Look" software I'm told that it must be a "Front Page Web" How can I convert this site to be a "Front Page Web"?
