How do see the "Insert" box when I am attaching a file.

I am unable to see the "Insert" dialogue box when I am attaching a file. It
seems that there is a dialogue box at the bottom of the screen that is
obscurred. How do I get to see all of the screen?

You should be able to just drag and move the insert dialog box out from under the other one. Or, move or close the other dialog box. If not possible, then what is the other program, try closing it manually if necessary.

Does this happen every time?
