How do I use WSE(Web Service Enhancedmant ) security with my pocket PC??

I want to use WSE(Web Service Enhancedmant ) to develop a webservice and a
client(on Pocket pc using C# .NET Smart device extension project) .
I build a webservice server and it works on my PC,
but on pocket pc , it failed,
the reason is I can't add Microsoft.Web.Service.dll to be reference on
"Smart device extension project",
I read this article: http://www.mperfect.net/cfWSE/
and successfuly solve the DIME attachment problem,
but I also want to know how can I use WSE security on my pocket pc?
because the reference "Microsoft.Web.Service.dll" can not be added.
appreciate for your help!
