How do I use NOT conditional in mail rules?

Is this even possible with Outlook 2003? I can't believe that you can't
specify a NOT 'term' when setting up a mail rule?

Any ideas from people that have had similar problems would be great!
Possibly VBA would solve - does anyone know of any links???

You can use the next to last screen of the Rules Wizard to add one or more
exceptions. These function as logical NOT terms in the rule logic.
