With Word as the editor and html as the email format add a background sound
via the Sound button in the Web Tools toolbar. Note that this fails to
function due to a Windows update - applies to Outlook 2003 - not sure about
Outlook 2002.

you can't now. A Windows security update killed it. I wasn't sure if it
affected Outlook 2002 but the assumption it did is correct.

Firstly Outlook is not a "full" version of Outlook Express. It is a
completely different program.
Secondly, have you considered that many people just don't WANT all these
flashing lights, bells and whistles in email in the first place?

I was told the opposite that outlook is full version(so now I am
confused)...I do understand what you are saying"flashing lights, bells and
whistles in email " I guess adding music (fav song clip) to a memorial
tribute for a family member wouldn't really be the above. Then again, we
elementary teachers are always trying to find ways to make things more
appealing to kids, just force of habit...
