background music

Hi,
I am using Outlook 2003. I am trying to add in background music for my
email. I choose the "view" tab, then toolbar, then webtool. And click on the
"sound" icon. But the error messages pop up as "The object was created in
HTMLInlineSoundCtl. This application is not available to open this object."
