How do I use excel for orders of 250 photos for 200 staff

I need a layout formula from Excel on how to order 250 photos for 200 staff.
 
Well, a few details might come in handy!
There are some very smart people that hang around these
newsgroups, however, as far as i know, none of them are
mindreaders.

Divide 250 by 200 and each member gets 1.25 photos.

=250/200

Then get out the scissors<g>
