how do I unlock outlook backup?

I have outlook 2003 and I obtained the outlook backup add-in and installed
it. It worked for a few days and now it will not perform the backup
function. I click on the backup button in the file drop down, click on save
backup, exit outlook and get a box saying cannot backup due to another
process has locked part of the file.
I have no other programs running to block this save and I can find nothing
in the help files that address this issue. What could be causing this
problem?

This is caused by Outlook not closing properly most likely caused by another
