how do i unlock outlook 2003 so i can compose mail,send,reply etc?

the tabs to New (mail) send, reply, etc are faded out. The only thing outlook
will let me do is read. After restarting, I can pull up a New Mail tab but
cannot compose anything...message says "this document is locked"

Have you activated Outlook already?
Can you still create new documents in other Office applications?
