How do I unblock level 1 email attachments in Outlook??

Evidently Service Pack 2 blocks what MS calls level 1 email attachments in
the quest for "security". I would like the ability to unblock and receive
files that I choose. How can I do this? It is not possible to zip, rename,
etc. some files depending on the circumstances.
