How do I turn on the new message alert for ALL messages

In Outlook 2003, when I receive a new message into my inbox, a little window
pops up for like 10 seconds and gives me a short description of who it's from
& the message subject and if I choose not to open it, the alert disappears.

Then to better organize my messages, I have created subfolders in the Inbox
ie. (From John & From Jane) and created rules to have all new messages from
those individuals, go into their folder. Now, I do not get the little
disappearing new message window in the bottom by the time for those messages
coming in from the created rule. All other messages that don't have a rule,
I still get the alert? I could have a new message sitting in one of those
folders for hours before I would know they were there, unless I physically
open Outlook & check.

This is a problem b/c I'm working in Excel ALL day (unfortunately) and don't
have time to check whose e-mailing me every 5 minutes.

I tried when creating a rule to check off "Display in the New Item Alert
window" but this window that popped up was weird and annoying, not what I'm
used to.

Does anyone know how to get the alert of new messages that pops up for like
10 seconds, for ALL messages. Even messages being routed, by created rules,
to subfolders of the Inbox???

This would be very helpful for me!!!!!
