How do I turn on simple multilevel numbered headings?

I'm trying to create a simple technical/scientific document with numbered
headings that can create a table of contents, etc. This was very
straightforward in 2003 and before, and as I recall, it was the default
option. In 2007 (a nearly new, clean, complete install), I can't even find
such a setting, and trying to define a new numbering stryle has been a full
day of frustration. And I've been pushing Word to the limit since DOS! The
help file is pathetic.

OK, sorry for the venting. Does anyone have a simple solution, or even a
template with 1, 1.1, 1.2, 1.2.1, 2, 2.1, 2.2, 2.2.1, ... heading
numbering?

If you click on the Multilevel List button, you get a gallery that includes
this type of numbering, linked to the built-in heading styles (though of
course you can edit it to be linked to any desired styles).
