How do I turn on permanently the Outlook progress green bar

How do I turn on permanently the Outlook (2003) progress green bar for
checking emails?

You could try going to Tools > Send/Receive > Send/Receive Settings > Show
Progress Bar and removing the tick that says "don't display this ...".
