How do I turn on links in emails in Outlook 2003

I have OULOOK 2003 with all updates installed.

After the updates, emails with links in the message body now have a security
block on those links. When I click on a link, it is inactive. A message at
the top of the email says that OUTLOOK has "turned off" the links for my
security. I can then click on TURN ON LINKS (not recommended) to activate
the links.

How can I permanently turn off this link blocking security so that all links
in my emails are active when received.

Tools, Options, Security, Change Auto download settings button, uncheck Do
not download..... & leave Warn Me checked.

Thanks for the help.

That WARN ME setting you suggested I check says, "WARN ME BEFORE DOWNLOADING
CONTENT WHEN EDITING, FORWARDING OR REPLYING TO EMAIL."

By only having that one setting active, will pictures automatically download
when just VIEWING the email? Since the setting said only WHEN EDITING,
FORWARDING OR REPLYING. This would make me vulnerable to being connected to
the server of any sender using pictures.

If this is correct, is there a way to set OUTLOOK for having links active
during viewing, but requesting whether I wanted to download pictures?

That is the way my OUTLOOK 2003 worked before I upgraded it the other day.
