how to unblock links in Outlook 2003?

Outlook is blocking email and web links in both emails I receive and send. It
doesn't give me any kind of notification that anything's been blocked unless
I try to click on the link and it's also not consistent, even within the same
email. Is there a way to turn off this blocking? I cannot send working links
to customers requesting information with this problem! Help!

If you don't receive any notification, what makes you believe Outlook is
blocking anything?

I get a message in Outlook that the link is blocked when I try to click on
it. The links originated in Outlook and were also opened in Outlook. Maybe
Outlook isn't doing it, but I'm not sure where else it could be originating
from.
