No.
Autocompletion uses a cache of names that you will populate as you send
messages.
Autoresolution (Automatic Name Checking) will use your Contacts data. If you
enter part of a name or a nickname then tab out of the field (or hit Alt-K
[Check Names]), Outlook will attempt to resolve the name against your
address book. If it can't it'll red underline it and you can right click on
the name to manually resolve it. Outlook will save the resolution for future
use.

I suspect you have not yet sent enough messages to populate your
autocompletion cache.

I've just become the proud owner of Outlook 2003. When I type a name in
the
"To" field, nothing happens.
It works ok in other email clients like Incredimail. Is there a setting
I
can use to turn this feature on assuming it exists?
