how do i turn off junk email filter?

I have been through tools-options-junk email and set it to not filter. I
also turned off all rules. closed outlook rebooted machine... yet most of my
email still goes to the junk email folder.

It would be nice if this wasn't a mandatory folder! That would give users
the option of using other more robust filtering tools.

The option to use more robust filtering tools is certainly there. Many find
SpamBayes to be one such.
 
Why can't you use other "more robust" filtering tools? I use SpamBayes
everyday in my Outlook and along with Outlook's filtering, rarely get any
spam in my inbox. (rarely = less than 2 per week)

Not the question. I want to disable the junk email folder and I go through
the appropriate steps. The email keeps going to my junk email folder. If my
email did go to my inbox I could use other tools such as SpamBayes or Ella.

This is a real, serious problem. It's happening to many people and you are
ignoring them or treating them like idiots. Not one solution has been posted
even though I can count at least twenty people on this message board who have
asked.

As if it were necessary, I'll reiterate the problem. On networks using
Microsoft Exchange (2000 and/or 2003) and Outlook (2000 and/or 2003), MISSION
CRITICAL email is being sent to the Junk Email Folder. The following are NOT
the problem:
Junk Senders List
Junk Email Options
Blocked Top-Level Domain List
Blocked Encodings List
Intelligent Message Filter
Server Side Rules (Active Directory)
Client Side Rules (Outlook)
IMAP Profile
Local User Profile
Third Party Spam Blocking Software

This is a problem WITH YOUR SOFTWARE. Please address it and stop jerking
people around.

This is a problem WITH YOUR SOFTWARE.

None of the experts who have tried to address your problem so far have any
connection to Microsoft, so it's NOT "their" software. If you want
Microsoft to put in an effort to solve your problem, then pay for a support
call.
