How do I turn a jpg file into a design template?

I have a jpg file that I need to turn into a design template so that the file
is not huge. Any suggestions? Right now I have just cute and pasted but
this leaves it as a image and when I save it, it's too big to email.
 
1. Open PowerPoint to a blank presentation
2. Click "View", "Master", "Slide Master"
3. Click the "Format" menu, click "Background", click the dropdown and
select "Fill Effects", click the "Picture" TAB, click the "Select Picture"
button, browse to your jpg file and select it.
4. Close the Slide Master view
5. Click "File", "Save as", change the "Save as type" dropdown to
"PowerPoint Design Templates (.pot)
6. Give it a name and click "Save"

You now have a design template that can be re-used by clicking "File",
"New", "General Templates", and double-clicking on the file you just
created.
