How do I troubleshoot the Outlook time?

I am having problems synching my new phone with my Outlook calendar. My
computer itself is registering the correct time, but when I synch the phone
with my calendar in Outlook, all of my appointments are 1 hour off. (if it's
correct in the computer, it's incorrect in the phone and vice versa.) I
believe my daylight savings setting is incorrect in Outlook, but it will not
let me change it. Help!

There is no setting in Outlook for time. It's set in Windows' Regional
Settings in Control Panel. Check for an error there, especially the box to
adjust for DST. Could the phone be causing the error?

I checked the regional settings in my computer, and the time/time zone are
set correctly. I believe the problem is with Outlook because when I try to
check the time zone (tools, options, calendar options, time zone), the
"Current time" is displayed inaccurately by one hour. When I check the box,
"adjsut for daylight savings changes," the time displays correctly; however,
when I press "okay" to the remaining boxes, the change is not applied. If I
go back into tools, options, calendar options, time zone, the box remains
unchecked and the time is still incorrect by one hour. Thanks for your time,
