How do I toggle editor's notes on or off

Specification writer need to learn how to toggle on & off editor's notes that
show in the specification.
 
Do you mean Track Changes, or Comments? There's a dropdown in the
Reviewing toolbar/ribbon tab with "Final," "Final Showing Markup,"
etc. You want "Final."
