How do I stop those annoying yellow balloons

Yes I'm using IE7 and get the over every button. The Microsoft people said it
was by design. They aren't pop-up ads. If I move the mouse over the "Post"
button a yellow box pops up saying "Post this message", moving the mouse back
to this message windows pops up "Enter your message"...... Every single
object on the screen does it.

No, everything in Windows does it, just moving the mouse into this box to
being typing popped up a yellow box saying "Enter your message".... It's not
the program, it's Windows.

I've never seen that. Are you using Outlook Express as your news reader?
Could you have some third party windows helper tahat's run amok?
 
Paul,
They are similiar to those, but they show up on EVERY object or button. I
emailed a screen capture to Microsoft and they said it was by design, in
response to "tags" set by the programmers. I'd be happy to email you the
screen capture, I don't know how to upload a picture to here.
