How do I stop getting multiple copies of an email?

One out of every 7 emails received from vendors ignores the placement rule
and puts 3 to 7 copies of itself in 3 to 4 out of ten folders

Use the option of "stop processing more rules" in your rules for those
vendors and consider the placement in the order of your rules in the rules
list.
